About us
Capstone Vocational Services is a vocational evaluation firm based in Halifax, Nova Scotia, serving referral sources across Canada. We prepare objective, defensible vocational evaluation reports for use in litigation and benefit determinations, assessing employability and earning capacity on the evidence.
We are retained by plaintiff and defence counsel in personal injury and breach of contract matters, and by insurers and program administrators assessing eligibility for income replacement benefits and vocational rehabilitation services. Our work is grounded in each individual's vocational history, transferable skills, and the realities of their regional labour market.
As forensic vocational evaluators, our duty is to the court and to the integrity of our opinions, regardless of who retains us. Every report is prepared to be impartial, well-supported, and capable of withstanding scrutiny, whether it is relied upon in settlement, arbitration, or at trial.
A Modern Approach
We conduct evaluations both in person and remotely through a secure online platform, including the administration of vocational testing, allowing us to serve referral sources and evaluees across Canada regardless of location. Where an evaluee uses assistive devices or requires accommodation, we structure the assessment to allow them to participate fully and fairly, so that the results reflect their actual abilities.
We scope each engagement to the needs of the referral source and the file. Depending on what the referral question requires, this may be a full in-person or virtual evaluation, a paper file review, or a vocational analysis without testing.

We maintain a program of continuous professional development, and we hold multiple credentials from the College of Vocational Rehabilitation Professionals, the self-regulating body governing the profession in Canada. Our evaluators contribute to the profession through board service, peer review of others' reports, mentorship, and the development of professional standards and training.
Our reports are detailed, reliable, and prepared to the standard expected of expert evidence. They assess employability and earning capacity on the evidence, and they are written to support clear, well-reasoned decisions whether in litigation, arbitration, or the administration of a benefit.
Each of our evaluators holds senior credentials from the College of Vocational Rehabilitation Professionals (CVRP), the self-regulating body governing the profession in Canada: the Certified Vocational Rehabilitation Professional, Canadian Certified Vocational Evaluator, and International Certified Vocational Evaluator designations.
These credentials carry a defined scope of practice and a code of ethics. Forensic vocational assessment of the kind we conduct falls squarely within the CCVE scope of practice as set by the College. Maintaining the designations requires ongoing professional development, which keeps our practice current with the standards and methods of the field.
Our evaluators are qualified to provide expert evidence
A member of our firm has been accepted as an expert witness in the Ontario arbitration system, and our reports are routinely prepared for use in litigation, arbitration, and benefit dispute proceedings.
